Good thing we have local government to put our tax dollars to good use! Seattle may not yet have groundbreaking laws that make owning more than three cats illegal (as is the case in Dudley, MA). But if you or your neighbors have taken up beekeeping in the backyard, an official "beekeeping code provision" that allows you to own hives also keeps those young and wild and free bees in check.
