Well, the recession is "over," and you know what that means: time to build stuff again! Wheeee! Schnitzer West is jumpstarting its plan to build a 36-story office tower at Fifth and Madison. They originally brought the idea up back in 2008, but then, well, the economy fell apart and they had to shelve it. Now they're hoping to have building permits in-hand by the end of 2012.
