Mayor McGinn is planning on running again in 2013, and that means he needs to raise money. The problem: nobody's coming to the fundraisers he hosts, and he's only got $7,000 dedicated to the cause right now. While that's not a super effective way to run a campaign, it is a way to become really popular -- by doling it out to Seattleites.
