BALLARD— Crab Louie, anyone? Yesterday, Ethan Stowell officially opened his tenth restaurant, Chippy's. The 600-square foot spot serves Oregon Bay shrimp cocktails, chowder, and five kinds of fish and chips with plenty of dipping sauces (spicy mayo, remoulade, classic tartar, malt vinegar mayo, cocktail sauce.)
