Lowe Enterprises Investors announced Thursday they'll break ground in August on a 24-story condo tower at 1321 Seneca called Luma. Three blocks from the eventual home of the Capitol Hill streetcar, it's the first condominium high-rise building developed in First Hill since 1982. The tower will include 168 condos ranging from 600 to over 1,700 sq. ft. and will feature a large rooftop community amenity area, fitness center, five levels of underground parking (174 stalls) and a special areas for bikes. The development will not include any retail or commercial spaces. LEI anticipates a Spring 2016 opening.
